§ 2-4-2. Park, Recreation and Forestry Commission.

  • (a)

    Creation. A Park, Recreation and Forestry Commission is hereby created which shall have the powers granted herein and all the powers granted under Secs. 27.08 and 27.09, Wis. Stats.

    (b)

    Purpose. The establishment of the Park, Recreation and Forestry Commission shall be for the purpose of acquiring, governing, managing, controlling, improving and caring for all public parks, city forests, street trees, parkways, conservancy areas, and recreation programs in the City.

    (c)

    Powers. The powers and functions of the Park, Recreation and Forestry Commission shall be those set out by state law.

    (d)

    Composition. The Park, Recreation and Forestry Commission shall consist of five (5) commissioners and one (1) ex-officio member. Two (2) members shall be Alders appointed by the Mayor annually for a one (1) year term beginning on May 1 of each year. Three (3) citizen commissioners shall be appointed at large by the Mayor, subject to Council confirmation, one (1) of whom will serve as chairperson, for a term of one (1) year beginning on May 1 of each year. The ex-officio member shall be the Director of Parks and Urban Forestry who shall also serve as the secretary of the Commission.

    (e)

    Finances. The Park, Recreation and Forestry Commission shall submit to the City Administrator by September 1 of each year a proposed program and budget for the ensuing calendar year. The Commission shall not contract any liability in excess of the budget appropriated unless specifically authorized by the Common Council. All monies received for the purposes of the Commission, whether from the general fund or from approved donations, or from such reasonable fees as may be charged for activities, shall be paid over to the City Treasurer and be disbursed in accordance with the annual budget as approved by the Common Council.

    (f)

    Reports. From time to time at the request of the Common Council, the Commission shall transmit an annual written report of its transactions and activities, an inventory of property in charge of the Commission.
